and my view was communicated to the

Governor in the despatch on 40401/20. To this he merely replied (16984/21) that he adhered

to the view expressed in his des-

patch of the 26th August 1920, above referred to, and the rates of

salary therein indicated were accord-

ingly inserted in the Estimates for

1921. On seeing this provision

the Auditor and the Assistant

Auditors addressed me jointly and

I replied to their representations

as in the attached copy of my letter

to the Auditor dated the 31st

+

August 1921, which was sent to them under flying seal for perusal by the Governor. This memorial, which I consider is well justified, presumably results from my letter, and contains cugent arguments not- withstanding which Sir E.Stubbs still merely adheres to his previous views and he offers no material refutation of those argumente. My view is that, having regard to the relative value of the services rendered to the Colony as compared with the value of the services of the officers of the Cadet Service, the salaries of the Auditor and the

Assistent Auditors should, in equity,

be, respectively, on the scales which have been assigned to Class II

and

as provided in the Estimates for

1921, are £950 by £50 ammually to £1200 and £650 by £50 annually to £900, which are approximately, the scales which I suggested on 6174/20. The arguments contained

in paragraphs 3, 8 and 10 of this memorial seem to justify my view,

particularly so far as the Auditur

is concerned, and I think, in the

absence of any rood reasons tu the

contrary, that, nut only au far

as their salaries are concerned,

but also on the grounds of other privileges and their relative status and precedence, the arma- ments are in favour of placing the

Auditor and the Assistant Auditure

in a corresponding position to the nearest appropriate Class in

the Cadet Service. I observe that

It seems to me very much as if

the Auditor and Assistant Aditurs

in Hongkong are being penalized because they are not members of the

Cadet Service but, so far as I am
